UPLB Students to Receive Refund for 2017 First Semester
In a statement issued by an official of the University of the Philippines Los Baños (UPLB), it was confirmed that the state university will be giving a refund to its students who had paid their tuition and other school fees this semester.
The news regarding the refund emerged after UPLB President, Danilo Concepcion, released a memorandum last August 7 noting that no school fee collections should be made from Filipino undergraduate students.
It was only on August 3 when President Rodrigo Duterte signed into law the Republic Act No. 10931 or the Universal Access to Quality Tertiary Education. However, he also admitted that there were no funds available to implement the law so far.
During a phone interview, UPLB Vice Chancellor for Academic Affairs, Dr. Portia Lapitan, claimed that while the new law is yet to take effect until next year, UPLB President, Danilo Concepcion, is just so generous to cover the first semester of this year under the application of free tuition fees.
Previously, UPLB and UP Diliman had suspended tuition fee collections, but cancelled it days later until the law was passed.
As classes in UPLB started on August 2, some students had already paid their tuition fees.
Lapitan further noted that the new law applies to undergraduate students. Also, it applies to any additional year that students may require to finish their courses.
She explained that if a student is taking a four-year course but failed to complete it on time, the student may still avail the free tuition even until fifth year.
Meanwhile, it is not yet clear if there would be an academic or grade requirements to continue enjoying the free tuition fees in state universities.
